The Honolulu City Charter is our local constitution.
The City Charter is the founding document of Honolulu’s municipal government including its functions like our city’s constitution.
The Charter defines the structure, powers, and responsibilities of the Mayor, City Council, city departments, and agencies.
It affects nearly every part of life on O’ahu — from transportation, and housing to public safety, ethics, elections, and more.
What is the City Charter?
The Charter Commission is a 13-member body appointed by the Mayor and the City Council every 10 years.
The Commission is tasked with identifying outdated language, inefficiencies, and opportunities to improve how the City and County of Honolulu serves its people.
Any changes the Commission recommends will appear as questions on the November 2026 ballot, and voters will have the final say.
