HELP SHAPE THE FUTURE OF O’AHU

The Revised Charter of the City and County of Honolulu is the founding document of Honolulu’s municipal government including its functions like our city’s constitution.

It provides the guiding policy on how the Mayor, City Council, and departments operate, how decisions are made, and how services are delivered.

The Honolulu Charter Commission convenes only once every ten years. It is currently in its proposal review process. The proposal submission period ended on November 7, 2025.

The Charter Commission Meeting on Monday, Jan. 5, 2026 at 2:30pm has been cancelled.

The Charter Commission is a 13-member body appointed by the Mayor and the City Council every 10 years.

The Commission is tasked with identifying outdated language, inefficiencies, and opportunities to improve how the City and County of Honolulu serves its people. Any changes the Commission recommends will appear as questions on the November 2026 ballot, and voters will have the final say.

When will the Commission begin reviewing the proposals?

The commission received a record 281 proposals by the November 7 submission deadline. Commissioners have put together a proposal review schedule based on proposal categories of submissions. See below for the schedule. All dates, times, and categories are subject to change. 

How can I submit testimony for a proposal?

You may provide testimony by using this form. You may provide testimony on:

  • An agenda item scheduled for discussion at an upcoming meeting

  • A specific Charter amendment proposal that has been submitted to the Commission

If you would like to testify on multiple agenda items or Charter amendment proposals, you must submit a Public Testimony Form for each agenda item or Charter amendment proposal.

Persons wishing to provide written or oral testimony for a scheduled Charter Commission meeting are encouraged to submit their materials at least one (1) full business day prior to the meeting to allow sufficient time for processing and distribution.

Testimony submitted after this time, including on the day of the meeting, will still be accepted. However, late submissions may not be processed or posted in advance of the meeting due to administrative time constraints.

All written testimony will be posted to the Charter Commission website as soon as practicable. Written testimonies, including the testifier’s address, email address, and phone number will be available for public view.
