The Revised Charter of the City and County of Honolulu is the founding document of Honolulu’s municipal government including its functions like our city’s constitution.
It provides the guiding policy on how the Mayor, City Council, and departments operate, how decisions are made, and how services are delivered.
The Honolulu Charter Commission convenes only once every ten years. 20 questions are on your General Election ballot. Please see below for more information.

Third Review:
19 proposals across seven categories have been referred to the Committee on Style.
Second Review:
Eight meetings were scheduled between March and May 2026. 126 proposals were reviewed with the formation of three permitted interaction groups (PIGs).

First Review:
Seven meetings were scheduled between November 2025 and February 2026. A total of 295 proposals were reviewed across eleven categories.
Charter Commission
The Charter Commission is a 13-member body appointed by the Mayor and the City Council every 10 years.
The Commission is tasked with identifying outdated language, inefficiencies, and opportunities to improve how the City and County of Honolulu serves its people. Any changes the Commission recommends will appear as questions on the November 2026 ballot, and voters will have the final say.
