Bills and Resolutions Passed at the Full City Council Meeting on April 17

Resolutions Adopted

  • Resolution 24-100 - Authorizing the Department of the Corporation Counsel to initiate legal action against a firearm manufacturer and to retain attorneys as special deputies corporation counsel.

STATEMENT: “To be clear, we need to come down on firearms manufacturers who may be acting in dangerous, negligent, and illegal ways. ‘Glock switches’ turn handguns into machine guns. Although they are illegal under federal law, they continue to be found in communities across the country, including here in Hawai‘i. We need to say enough is enough. No one should be able to skirt the law or look the other way when they know their weapons are being used as tools in mass murders. Our community deserves to be safe from the type of gun violence that has become all too common in the U.S. Unfortunately, we haven’t been trending in the right direction. On New Year’s Day, an active shooter rampaged across O‘ahu, shooting two officers. A little over a week prior, a man shot and killed his wife in front of their 8-year-old daughter. That’s why we’ve proposed measures like our game rooms package, which addresses these locations that bring drugs and violence into our residential communities. Public safety has to be our top priority, and we need to be focused on real, tangible action.” - Councilmember Tyler Dos Santos-Tam, Introducer


  • Resolution 24-23 - Approving a conceptual plan for an Interim Planned Development-Transit project for a Chinatown hotel development.


STATEMENT: “The approval of the conceptual plan for the Interim Planned Development-Transit project in Chinatown highlights the City's focus on revitalizing and preserving the cultural heritage of Chinatown while injecting new life into the surrounding community. The increased traffic and business along the Skyline corridor also is crucial as it fosters a connection between Honolulu's downtown and Leeward communities.” - Councilmember Calvin Say, Zoning Committee Chair


  • Resolution 24-80 - Further extend the deadline to obtain a building permit for an Interim Planned Development-Transit Project located at 1500 Kapi‘olani Boulevard, and to approve certain project modifications including the addition of more affordable rental units. 


STATEMENT: “While I have reservations about granting yet another extension and the implications of grandfathering in a condo-hotel in an area not currently zoned for it, I acknowledge the weight of decisions made by my predecessors. It's imperative that we as a Council scrutinize the necessity for these extensions, especially in light of community concerns. I commend the developer's commitment to incorporating additional affordable housing and prioritizing local employment opportunities within their hotel segment. Balancing progress with community welfare remains at the forefront of our deliberations.” - Councilmember Calvin Say, Zoning Committee Chair


  • Resolution 24-62 - Urging the City Administration to construct additional beach/sand volleyball courts at City parks.


STATEMENT: “As we visit communities and hold meetings and town halls throughout O‘ahu, we have gotten consistent feedback that our parks and open spaces are an essential part of peoples’ lives and should be a key priority for us in City leadership. Volleyball is a highly popular and rapidly growing sport, and as the need for practice and game facilities exceeds the capacity of our existing gyms and courts, parks can provide additional outdoor venue spaces throughout our community.” - Tommy Waters, Council Chair and Introducer    


Bills Passed


  • Bill 7 (2024) – Declares the City and County of Honolulu a Purple Heart City to recognize and honor Honolulu’s Purple Heart recipients.


STATEMENT: “It goes without saying that our military veterans are heroes and deserve our deepest appreciation for their service. Designating Honolulu a Purple Heart City reaffirms our commitment and support to those who have and are willing to make the greatest sacrifice.” - Councilmember Augie Tulba, Introducer


Appointments

  • Resolution 24-43 – Confirming the appointment of David Sgan to serve on the Grants in Aid Advisory Commission of the City and County of Honolulu.

  • Resolution 24-63 - Relating to the Council’s appointment of Cynthia L. McMillan to serve on the Rate Commission of the City and County of Honolulu.

  • Resolution 24-35 - Confirming the appointment of Cynthia Lynch to serve on the Ethics Commission of the City and County of Honolulu.

  • Resolution 24-41 - Confirming the appointment of Jasper Wong to serve on the Commission on Culture and the Arts of the City and County of Honolulu.

  • Resolution 24-42 - Confirming the reappointment of Michael Robinson to serve on the Board of Parks and Recreation of the City and County of Honolulu.

  • Resolution 24-40 - Confirming the reappointment of Anthony Mizuno to serve on the Economic Revitalization Commission of the City and County of Honolulu.
