BILLS & RESOLUTIONS

●        Bill 4 (2025), CD2 – Reestablishing a process to obtain sponsorships for City facilities, parks, programs, equipment, and tangible property.

"Sponsorships present a valuable alternative revenue source, enabling the City to maintain services and fund improvements without placing additional burdens on taxpayers.  Bill 4 (2025), CD2 aims to reestablish a framework for partnering with private organizations that would aid in the ongoing repair, maintenance, and support of City facilities, equipment, and programs." – Councilmember & Introducer Radiant Cordero

●        Bill 15 (2025), CD2 – Creating a fund to receive and expend moneys to support climate resiliency.

“The health of the land is a reflection of the well-being of its people. In the 2024 election, Honolulu residents voted to create the Climate Resiliency Fund. Bill 15 establishes the fund to support long-term climate action. Bill 15 is a resource to support essential projects like flood mitigation, cesspool conversions, and coastal protection, strengthening our infrastructure and communities against the growing threats of climate change. More than just a policy, Bill 15 and the Climate Resilience Fund are an investment in the community safety, sustainability, and the well-being of our island home.” – Council Chair & Co-Introducer Tommy Waters

 

“The Climate Resiliency Fund, passed by voters last year, sets aside funding to support resilience projects in our community. Bill 15 creates a framework to make these funds available to local families and organizations. In particular, it allows the use of these funds for cesspool conversion and sewer hookup for eligible households. Funds can also be contracted to non-profit organizations to complete projects in the community. Our goal is to increase resilience, public health, and safety while reducing the financial burden on our local families.” – Council Vice Chair & Co-Introducer Matt Weyer

●        Bill 31 (2024), CD2 – Relating to pre-construction financing for affordable rental housing.

 

“Bill 31 (2024) establishes a pre-construction subsidy program designed to support developers in overcoming financial hurdles and moving forward with the construction of much-needed affordable rental housing. The pre-construction subsidies will provide developers with the resources they need to begin construction, ensuring that more affordable units are added to our City's housing inventory as soon as possible.

 

Given the current interest rates and damaging tariffs on construction materials, this is a needed lifeline to keep affordable housing moving forward.” – Councilmember & Introducer Tyler Dos Santos-Tam

●        Bill 29 (2025), CD1 – Extending the real property tax exemption for qualifying affordable rental dwelling units or affordable rental housing units.

“Bill 29 (2025) extends exemptions that incentivize affordable housing for local families. This supports longer affordability periods and more affordable units for our community.” – Council Vice Chair & Introducer Matt Weyer

●        Resolution 25-104 – Confirming the appointment of Ken Fukunaga to serve on the Ethics Commission.

 

●        Resolution 25-102, CD1 – Confirming the appointment of Crystal van Beelen to serve on the Citizens Advisory Commission.
