Statement on JAIMS Budget Item

April 24th, 2026

“The potential acquisition of the JAIMS property was included in this year’s first round budget drafts in response to concerns from the Hahaʻione community seeking greater clarity about the property’s future. Given the city’s projected cost of recovery from the historic Kona low storms and the constraints of an already tight budget year, I made the difficult decision to withdraw the item, with the intent to reconsider it in next year’s budget.

The property still holds real public value, especially for emergency preparedness and resiliency. I remain committed to working with residents and the landowner toward stronger engagement, a use that reflects the community’s vision, and a fiscally responsible path forward.” – Council Chair Tommy Waters.
