COUNCIL CHAIR TOMMY WATERS AND COUNCILMEMBER MATT WEYER ISSUE STATEMENTS ON BILL 56 (2023) RELATING TO THE COMMERCIAL PROPERTY ASSESSED FINANCING PROGRAM (C-PACE)

HONOLULU, HAWAIʻI - The Honolulu City Council heard Bill 56 (2023) for a second reading on Wednesday. The measure was introduced in response to the state law that established the C-PACE program, allowing the costs incurred for qualifying improvements to be levied by each county.

Council Chair Waters has issued the following statement on Bill 56 (2023):

“With regard to Bill 56, my hope is that the Administration will come to the same conclusion that I have, that this can be an effective way for us to help our residents spread the costs of improving their properties over a greater period of time, thus making it more accessible to more of our people. Whether it’s installing fire-sprinklers to mitigate fire-risks, updating cesspool systems to safeguard water quality, or acquiring roof-top solar panels to help residents reduce their energy cost, we need to help people make these upfront costs pencil out.”

Councilmember Weyer has issued the following statement on Bill 56 (2023):

“This program will help keep families from being priced out by providing financing options for resilience projects, such as cesspool conversion and fire sprinkler installations. I look forward to working with the Administration to help materialize the program through the City.”
