Honolulu City Council Statement on Bill 22, CD1

“The Council’s adoption of Bill 22, CD1 reflects amendments proposed by Councilmembers during today’s Special Budget hearing. Details can be found at CC, 061(26) - https://hnldoc.ehawaii.gov/hnldoc/document-download?id=27621 .  

The reduction associated with the Office of Economic Revitalization reflects fiscal discipline, district priorities, and departmental performance. Councilmembers also considered the City Auditor’s January 2026 audit, which raised concerns about transparency, delayed implementation, and the extent to which OER is fulfilling the responsibilities assigned to it under the charter. Councilmembers also noted overlap between some OER functions and existing city, state, and nonprofit programs. If the reduction is retained in the final budget, the Administration will determine which positions are affected.” – Council Communications Spokesperson.
