Statement on HPD Chief Selection

“Today’s selection of David Lazar is a meaningful moment for the Honolulu Police Department and the people of Oʻahu.
Mahalo to the Honolulu Police Commission for moving with urgency and care through an expedited process to select the City’s next Police Chief. This was a difficult decision because the public safety stakes are high, and Honolulu needs leadership grounded in integrity, accountability, and trust.
Lazar brings more than 33 years of law enforcement leadership with the San Francisco Police Department, including service as Assistant Chief of Operations and Acting Chief of Police. His priorities align with HPD’s immediate need to strengthen recruitment, support officers, and rebuild the sense of mission that draws people to public service.
The Council has high expectations for the new Chief, including managing HPD’s $350 million-plus annual budget, filling critical officer and civilian vacancies, and ensuring the department remains accountable to its Oath of Office and Code of Ethics. Just as important, law enforcement must remain rooted in service, responsibility, and a commitment to the greater good. HPD’s future depends not only on staffing and operations but also on restoring the sense of mission that attracts good people to public service.
I support the appointment of David Lazar and stand ready to partner with him on recruitment, officer support, public accountability, and community trust. Honolulu needs a chief who can manage a complex department, modernize systems where needed, and keep public safety focused on the people and neighborhoods HPD serves.
