Statement on the FY27 Budget

“The City Council drew a clear line by passing a fiscally responsible FY27 operating budget of $3.192 billion, reducing the mayor’s proposed spending while strengthening the services residents rely on most. This budget restores and expands support for public safety and justice, including additional prosecutorial capacity and victim and witness services. It also strengthens emergency preparedness through investments in emergency management staffing, disaster resilience, flood mitigation, stream maintenance, and drainage infrastructure. 

The Council also advanced funding for road maintenance, transportation safety, ethics oversight, parks, recreation facilities, and community assets that improve the quality of life in neighborhoods across Oʻahu. At the same time, the Council maintained fiscal discipline by approving these priorities while keeping overall spending below the Administration’s proposal. The Council’s responsibility is not simply to accept a budget as presented, but to scrutinize it, adjust where necessary, and ensure taxpayer dollars are directed toward the needs residents identify as most important. 

The $1.777 billion Capital Improvement Program builds on that same commitment by funding safer roads, improved drainage, affordable housing initiatives, resilient public facilities, park improvements, and critical infrastructure that will serve communities for decades. This budget establishes clear priorities while preserving the Administration’s flexibility to manage operations within those parameters. The Council will monitor how that discretion is exercised because residents deserve effective government, responsible stewardship, and results that improve daily life.”  – Council Chair Tommy Waters.
