Statement on Inquiry Into OER Fraud Allegations

"The specific report of fraud within OER is in reference to the Star Advertiser’s June 23 article, “Ex-city worker charged with theft, forgery in case involving Hawaiʻi Foodbank,” which confirms, in part, why the Council performed a long overdue fiscal right-sizing. The City Auditor’s findings, together with the Attorney General’s review, make clear that OER is not a staffing or resource issue. It needs reorganization, stronger accountability, and a clearer operational structure. The warning signs were there, and the Administration and OER leadership had the opportunity to address them. The failure was not a lack of information. It was a failure to act. The Council’s budget gives the Administration a chance to rebuild the office, continue their good work, and refocus on the important work they were established to do in the Charter." – Budget Chair Val Aquino Okimoto
